How do I know when Uber's high demand pricing is in effect?

Driver or Rider? Check the app.

If you are a driver, you can check the Driver App's map area or under Promotions tab to view the current surge and boosts occuring.  This is designed so the drivers can drive to areas where surge pricing is in effect.  This helps drivers make more money and have them move to areas of most needs.

For passengers, you can also check your Rider App, and attempt to book a ride.  The surge will be displayed before you accept a ride.  You can also check a website like https://UberTaxiFareFinder to see what kind of surges are in effect right now between two locations.
